Transforming Higher Education Through ODeL
The ODeL-UG project aims to improve access to and quality of higher education in Uganda by strengthening the Open Distance e-Learning ecosystem at both institutional and national levels. Coordinated by RENU and funded by the European Union’s Erasmus+ Capacity Building in Higher Education programme, the project brings together Ugandan and European institutions in a 24-month collaboration.
Through evidence-based interventions, the project will develop national quality assurance frameworks, strengthen institutional capacity, enhance ICT infrastructure, and foster meaningful knowledge exchange between Uganda and Europe.

What We Aim to Achieve

National ODeL Quality Assurance Framework
Develop a comprehensive national quality assurance framework for ODeL programmes in Uganda, aligned with international standards and NCHE guidelines.

HEI Capacity in ODeL Curriculum Design
Strengthen Higher Education Institutions' capacity in ODeL curriculum design, teaching and learning methods, and student support systems.

ICT Infrastructure Strengthening
Enhance ICT infrastructure and technological resources to support effective, accessible, and scalable ODeL delivery across participating institutions.

Knowledge Exchange & Collaboration
Foster meaningful knowledge exchange and collaboration between Ugandan and European Higher Education Institutions through staff mobility and joint activities.

Institutional ODeL Policy Development
Support individual HEIs to develop and implement institutional ODeL policies that ensure sustainable, student-centred distance learning delivery.

Dissemination & Visibility
Ensure wide dissemination of project results, outputs, and good practices to the Ugandan HE sector, policy makers, and international development community.
CONSORTIUM
Our Partner Institutions
Six institutions from Uganda and Europe collaborate under this project — combining national expertise with international best practice in open and distance education.
The consortium is led by RENU as project coordinator, and includes Uganda’s National Council for Higher Education, three Ugandan universities, and two European higher education institutions from Portugal and the Netherlands.
Project Activities
Each work package is designed to deliver concrete, measurable outputs that contribute to Uganda's ODeL ecosystem transformation.
National ODeL Quality Assurance Framework
Development of a comprehensive national QA framework for ODeL programs, including standards, guidelines, and accreditation processes aligned with NCHE requirements.
Institutional ODeL Policy Development
Supporting each partner HEI to develop, adopt, and implement institution-specific ODeL policies, strategies, and operational guidelines.
Curriculum Redesign for ODeL
Redesigning selected programmes and courses for effective open and distance delivery, incorporating active learning, digital content, and learner support.
ICT Infrastructure Strengthening
Procuring and deploying ICT equipment, learning management systems, and connectivity solutions to enhance ODeL delivery at participating institutions.
Capacity Building & Staff Mobility
Training workshops, study visits, and mobility programmes for academic and administrative staff across Ugandan and European partner institutions.
Communication & Dissemination
Project website, publications, stakeholder events, and policy briefs to disseminate results and ensure broad visibility of the project's achievements.
